GENERAL ENGINEER

Summary You will serve as a GENERAL ENGINEER (FIRE SAFETY ENGINEER) in FWD DEPLOYED REG MAINT CTR DET ROTA Rota, Spain.
Responsibilities You will act as local waterfront technical expert for industrial fire safety and protection.
You will provide technical, scientific and professional advice to leadership, senior colleagues, and agency officials concerning unusual or critical problems.
You will serve as the primary technical point of contact of all matters regarding industrial fire safety as well as identification, evaluation and mitigation.
You will review and provide technical endorsement on industrial fire safety related technical deviation requests.
You will review Ship's force, Intermediate Level, Alteration Installation Team, and contracted work affecting industrial fire safety systems and capabilities.
You will ensure fire safety technical requirements of NAVSEA Technical Publication.
Requirements Conditions of Employment Qualifications In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector as a professional ENGINEER.
Specialized Experience may include.
1) Serve as the fire safety point of contact to provide engineering technical direction and solutions for complex ship industrial fire safety and protection requirements.
This includes providing input on engineering issues, non-conformances, departures from specifications, waivers and deviations, and ensuring technical responses are in accordance with all higher-level directives.
2) Conducting independent engineering studies, investigations, research and analysis for the solution of unusual or unprecedented engineering problems.
3) Applying processes, specifications and regulations required for evaluating the material condition of systems/equipment on U.
.
Navy ships to determine the need for maintenance, repair, and procedures.
4) Support the achievement of goals and objectives through application of project management principles to make appropriate prioritization and critical decisions.
5) Providing direct technical support of U.
.
Navy ships to resolve problems beyond the capability of organizational level & intermediate maintenance activities.

Successful completion of a professional engineering degree.
To be acceptable, the program must.
(1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics.
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.

OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above).
The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.

CONDITIONS OF EMPLOYMENT CONTINUED.
The incumbent is required to perform the above duties at a variety of job sites within the commuting area.
It is the incumbent's responsibility for expeditious transfer between job sites in the local area of the permanent duty station with reimbursement costs in accordance with the Joint Travel Regulations.
The position requires the incumbent to perform temporary duty travel approximately 10% of the time.
Travel may be on short notice and/ or for extended periods of time and the incumbent may be required to travel within CONUS, OCONUS, and on ships underway.
This position requires successful completion of a pre-employment medical examination as a condition of employment.
Incumbent must complete Federal Emergency Management Agency (FEMA) courses IS-100, IS-200, IS-700, and is-800 within 24 months of being hired.
Incumbent must attain International Organization for Standardization (ISO) , Quality Management Systems (QMS) Internal Auditor certification from an accredited certification body that meets ISO Committee on Conformity Assessment (CASCO) standards within 24 months of being hired.
Incumbent may be required to complete RMC's Navy Competent Person training and qualification.
Incumbent must be able to obtain and maintain the qualifications listed within twenty-four months of assignment to be qualified FSE.
