MPESA INTERNAL CONTROL PRODUCT SPECIALIST

Role Purpose The Mpesa Internal Control Product Specialist focuses upon the detection, investigation and prevention of fraudulent and security related transactions occurring both internally and / or externally.
They have a good understanding of established concepts and procedures in fraud prevention, detection and investigation gained through extensive practical experience and maintains fraud management policies and conducts fraud case analysis, investigations, fraud detection and prevention.
Key Responsibilities Internal control • Verification of first line defense to ensure that prescribed procedures are being followed by each department.
• Examine and evaluate the adequacy and the effectiveness of internal controls, governance processes and identify opportunities for improvement.
• Monitor the effectiveness of key controls by reviewing and checking evidences loaded in the SharePoint or company repository.
Report the monitoring results to the Management for timely action and follow-up if needed.
• Ensure that management takes all reasonable measures to safeguard M-PESA assets and resources against waste, loss, damage, fraud, or misappropriation.
• Discuss with Management and employees on observed control weaknesses and recommend controls to address the findings.
• Assess and report results, which includes evaluating the severity of any identified deficiencies.
• Agree on a timetable with strict deadlines with the appropriate personnel to resolve control deficiencies Operations Control To exercise oversight of all M-PESA Products/systems/back-office operations by establishing ongoing monitoring of internal controls.
• Permanent controls • Identify and list all processes/permanent controls relating to products/system/back-office that need ongoing monitoring and review.
• Ensure monitoring and tracking of control gaps identified.
(Create a ticket, assign it to a control owner, recommend corrective actions, agree on SLA, escalate the ticket to control owner Line Manager if deadline expired), regularly update the status (open, in progress, and complete when resolved).
o    New Product evaluation.
 Evaluate new products process before implementation.
This includes participation to User Acceptance Test (UATs).
 Ensure that controls are in place to mitigate identified risks.
o Product reconciliation.
 Ensure that the company has the adequate controls for all products.
 Depending on the nature of product and risk, review and verify products reconciliations on daily, weekly, monthly, quarterly basis as prescribed in the Operational Guide Internal Control Procedures manual.
 Ensure to monitor products performances and detect failures.
 Ensure that the reconciliations are timely produced, and gaps are promptly addressed.
o Exceptions.
 Identify and review any exceptions that could relate to fraud, waste, or abuse and ensure that they are promptly resolved.
o Claims.
Transactions failed.
Dormant accounts.
Funds censures.
 Request and review on regular basis (daily, weekly, and monthly) the report on transactions failed, claims, funds censure, dormant accounts.
 Identify and check all E-money refund and cancellations.
Ensure that the overall process has been carried out in accordance with company policies and procedures.
 Analyze the nature, the Service Level Agreement (SLA) of claims, transactions failed, and how they are processed, managed, and closed.
o Users’ access management.
Data integrity.
 Twice a year, ensure the review of users’ access management to all information systems.
 Ensure sufficient data integrity of all systems, to trace all transactions from the original source of entry into the system through all system processes and to the results produced by the system.
 Ensure to review the change control process and ensure that system changes are approved and documented.
 Ensure periodic monitoring review of user activity and logs reviews.
o Transactions monitoring.
 Ensure that all transactions and flows are monitored on regular basis.
 Track abnormal behaviors and suspicious transactions based on transacted amounts and customers/partners behaviors.
 Develop and implement alerts for transactions monitoring using artificial intelligence software, machine learnings.
 Ensure that all alerts generated are recorded in a register, tracked until to be dismissed and closed.
Qualifications Required • A bachelor’s degree in finance, accounting, or a related field from a recognized university.
• 3-5 years of experience in internal control or auditing roles, preferably within financial services or telecommunications sectors.
• Strong analytical skills with proficiency in data analytics tools (e.
., Power BI).
• Excellent communication skills for effective collaboration across departments.
