SENIOR ICT POLICY AND REGULATORY EXPERT (MIN 660 WORKING DAYS)

NTU International A/S is leading a consortium for a new EU funded project PRIDA Digital Africa II and is looking to identify individual experts to carry out the assignment.The main objective of this assignment is to provide technical assistance to support the AUC to accelerate the implementation of the Digital Transformation Strategy for Africa 2020-2030 (AU DTS) at continental level.Location: AUC headquarters in Addis Ababa, Ethiopia.Duration: The intended start date is 15 November 2024and the period of implementation of the contract will be 36 months from this date.Key Expert 2: Senior ICT Policy and Regulatory Expert (Min 660 working days)Qualifications and skills:▪ Master's in a relevant field such as in law, LLM in ICT & Telecommunication Laws, or relevant, directly related discipline; or, in the absence, equivalent relevant professional experience of a minimum of 5 years, in addition to the general professional experience▪ Advanced level English or French (at least C1) is required and proficiency (minimum B2) in other official languages of the AU in both spoken and written communication will be considered an asset.▪ Interpersonal, presentation and communication skills, both orally and in writing, in particular strong report writing is required;▪ Knowledge of ICT policies and regulations at both national and international levels, and familiarity with regulatory implications of ICT & digital landscape, including strengths and weaknesses of the harmonisation of digital policy, legal and regulatory frameworks in Africa. Ability to identify challenges in regulating Digital landscape and propose effective solutions;▪ Knowledge of Africa digital landscape and knowledge of the AU context including DTS, Continental Harmonisation Strategy, and AfCFTA is preferred;▪ Experience in project management, including planning, execution, and monitoring is preferred.General professional experience:▪ Minimum 10 years relevant experience in the field of ICT policy and regulation and digital markets▪ Experience working with government agencies, regulatory bodies, or international organizations related to ICT;Specific professional experience:▪ Minimum 5 years of relevant experience in the development and implementation of digital market related policies, legislations and regulation.▪ Working experience of harmonisation of digital policy, legal and regulatory frameworks in Africa▪ Understanding of legal frameworks related to data privacy, consumer protection, etransactions, e-payments and intellectual property in the ICT sector;If you are interested in this opportunity, please apply and upload your CV via LinkedIn or sent to recruitment@ntu.eu.
