TECHNOLOGY & ECONOMIC REGULATION SPECIALIST

Role Purpose Reporting to the SEHOD Regulatory the Technology & Economic Regulations Specialist will provide support in the following areas.
• Technology and economic regulation.
by supporting the businesses from an economic perspective to achieve the various objectives on Pricing, Roaming, Sharing infrastructure, Spectrum, Competition Law, Telecom specific tax laws, etc.
• Telecoms specific taxes and fees.
by monitoring and minimizing all telecoms specific taxes and fees.
• Governance & Compliance.
by ensuring compliance with all economic telecoms regulations and Group policies Key Activities/ Decision Areas 1.
Technology & Economic regulatory support • Minimize adverse retail and wholesale service regulation (price floors and ceilings, etc).
• Minimize adverse roaming regulation, termination rate regulation (asymmetric rates, zero-rated MTRs, cost modelling) • Assess infrastructure sharing opportunities.
• Minimize adverse Market Review outcomes by NRA’s.
• Provide support on all technology and economic related issues such as but not limited to.
-Spectrum issues.
provide support by participating in negotiations, securing spectrum at reasonable prices, keeping database and benchmarks, advising on pricing, identifying gaps and opportunities, spectrum refarming, etc.
-Products & services.
provide advice to the management by calculating the cost of products and services before launch.
-Key projects.
Provide support on key projects such as infrastructure sharing, numbering, roaming, wholesale services, interconnection rates, terrestrial and non-terrestrial projects, etc.
-Interconnection.
o Calculate the cost of termination by using the appropriate Long Run Incremental Cost (LRIC) models.
o Assist Management in setting up the strategy and negotiating Interconnect agreements.
o Ensure that the Interconnect Catalogue is published annually in collaboration with the commercial department.
-Technology intelligence.
provide information on the latest developments and benchmarks in the market.

Telecoms specific taxes • Avert or minimize adverse Telecom laws like sector-specific taxes.
• Manage telecoms specific taxes.
by maintaining a database of taxes and fees and providing advice for their reduction.
• Monitor the landscape and engage with the relevant stakeholders (NRA, Parliament, Min of Finance, and others); Proactively monitor the budget cycles.

Regulatory compliance, governance, and reporting • Provide economic regulation support to Regulatory Division, Commercial, Finance and Network departments.
• Provide reports and information required.
• Follow up with different departments on the corrective actions related to compliance with telecoms economic obligations, Vodacom and Vodafone policies.
• Ensure compliance with the License terms and conditions on regulatory fees.
• Ensure compliance with agreements/contracts (payments and receivables).
• Ensure reconciliation of accounts.
• Ensure compliance with the Competition Law (review compliance, monopoly and dominance designation, ex-ante and ex-post remedies, access regulation, unbundling of services, etc) and mitigate of the potential risks.

Qualifications & Experience • University degree, ideally in Economy or Finances.
Others considered if experience as listed.
• Experience in Economy/Commercial/Finance.
3 years+.
• Experience in working in telecommunications or in a regulated industry.
3 years+.
• Knowledge of Congolese telecoms industry and telecom economic regulation will be an advantage.
