GENERAL CONTEXT OF THE POSITION Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.
Tembo Vision is a Learner-centred space that provides efficient digital learning and development opportunities adapted for all MSF staff, to beto better contribute to MSF operations and MSF social mission.
The mission of Tembo is to become a personal and organizational digital learning & development ecosystem used across MSF, supporting mutualization and gaining efficiency between OCs, and providing a space for all MSF staff to learn, develop themselves and share knowledge.
GENERAL OBJECTIVE This project seeks to analyse user access constraints and explore technological solutions in line with MSF technical landscapes, field connectivity plans, and ongoing OC’s initiatives to improve equitable and inclusive access to digital Learning and Development opportunities for MSF front-line workers and collaborators.
The Tembo Field Accessibility Project Coordinator Field Accessibility Improvement Project aims to address and mitigate connectivity challenges across various MSF operational sites to enhance accessibility to Tembo’s e-learning offerings.
This project is crucial for the operational readiness and professional development of MSF staff working in regions with limited internet access.
SPECIFIC OBJECTIVE The Project Lead Coordinator will be responsible for planning, executing, and finalizing the Field Accessibility Improvement Project according to given deadlines and within budget.
This includes coordinating the efforts of team members and third-party contractors or consultants to deliver according to the planning.
The Project Lead will also follow objectives and oversee quality control throughout its life cycle.
High IT expertise is required.
SPECIFIC RESPONSIBILITIES.
Project Planning and Management.
Contribute to project plan, including timelines, milestones, and deliverables.
Contribute to the project scope definition, goals, and deliverables that support business goals in collaboration with Tembo Management Teams.
Follow project timelines and milestones using appropriate tools.
Track project milestones and deliverables.
Team Supervision.
Delegate and coordinate tasks and responsibilities to appropriate personnel.
Build and maintain relationships with all project stakeholders, either Tembo internal or external, either HQ or field based, such as IT specialists, connectivity experts, field ICT experts, e-learning officers, e-learning specialists Vendor and Technology Partnerships Manage relationships with technology vendors and partners to ensure the delivery of high-quality solutions.
Build long-term positive relationships with OCs and Tembo as the reliable point of contact for the OC IT departments associated with Tembo Offline solutions.
Communication.
Ensure transparent and effective communication across all levels of the project team and with stakeholders.
Prepare detailed progress reports, presentations and other required documentation for senior management to support strategic decision-making.
Communicate project expectations to team members and stakeholders.
Conduct regular meetings to gather input and communicate project status.
Liaise with project stakeholders on an ongoing basis.
Technical Documentation Create and maintain comprehensive documentation for all technical aspects of the project, including system architectures, implementation plans, and user guidelines.
Risk Management Identify potential risks and propose necessary mitigation and contingency plans.
Innovation.
Stay alert of advancements in technology that could impact project outcomes.
Lead efforts to incorporate innovative practices and technologies that can enhance the accessibility and effectiveness of e-learning in connectivity-constrained environments.
Compliance and Quality Assurance Promote a culture of high performance and continuous improvement.
Ensure that all technical activities comply with international standards and MSF’s operational policies.
Operate under the IT Best Practices and PMO framework As part of the defined best practices, evaluate the long-term sustainability and scalability of implemented solutions, ensuring that they can be maintained and scaled in the long term Ensure project deliverables meet the required quality standards.
Conduct project post-mortems and create recommendations report in order to identify successful and unsuccessful project assets.
System Integration Ensure seamless integration of new connectivity solutions with existing platforms, particularly the TEMBO e-learning platform.
This involves working closely with IT infrastructure teams to address technical challenges such as network configuration, security, and data exchange protocols.
Technology Evaluation and Testing Design and manage a rigorous testing regime to evaluate the performance of different technologies under various operational conditions.
This includes setting up a Connectivity Lab to simulate field conditions and using these insights to refine technological deployments.
ESSENTIAL CRITERIA Bachelor’s degree in computer science, telecommunications or related field.
Experience providing support to systems and telecommunication services in complex contexts.
Experience in Project Management methodology.
Excellent communication skills in regards dealing with internal and external stakeholders (suppliers, functional managers, project managers, etc.).
Excellent level of English, and good command of French or Spanish.
Arabic is an asset.
Experience in deploying and delivering support to Microsoft platforms.
Windows Operating Systems, O365 applications & tools, cloud-based environment.
Certification is an asset.
Experience in network administration, monitoring and troubleshooting (software/hardware configuration for access points, switches, routers and firewalls).
Cisco, Cisco-Meraki or Fortinet certification is an asset.
Thorough knowledge of connectivity technologies including satellite services such as.
VSAT, BGAN or satphones.
Certification is an asset.
Thorough knowledge of Information Security Management (principles, best practices and tools).
Familiarity with MDT- Microsoft Deployment Tool or similar solutions.
Experience in leaning technical initiatives in humanitarian organization.
Field experience with MSF operations.
Excellent communication and stakeholder management skills.
DESIREABLE CRITERIA Humanitarian Field experience in coordination position.
Experience in change management.
Skills in the use of project management IT tools.
Experience in HR / L&D.
Experience in technology enhanced learning projects.
CONDITIONS Position based in any MSF OCBA Hub (Barcelona, MSF-Spain office delegations, Amman, Bogota, Dakar or Nairobi).
Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).
Full-time temporary contract until 31st of December .
Annual gross salary.
HQ 3B level+ secondary benefits based on MSF OCBA Reward Policy.
Subjected to local conditions.
Practical working conditions while in the field are as per the MSF-OCX guideline.
