HEAD OF PROJECT PROCUREMENT MANAGEMENT TEAM

With digitalization, Siemens Mobility is enabling mobility operators worldwide to make infrastructure intelligent, increase value sustainably over the entire lifecycle, enhance passenger experience and guarantee availability.  The Head of Project Procurement Management Team is responsible for leading and guiding the Project Procurement Management Team.
This role involves overseeing all procurement activities within projects, ensuring the integration of procurement processes into project management, and optimizing project outcomes through strategic procurement leadership.
The Head of Project Procurement Management Team will collaborate closely with various departments, including sales, operations, and project management, to ensure the successful execution of procurement activities.
Key Responsibilities.
1.
Leadership and Development.
o Provide strategic direction and leadership to the Project Procurement Management Team, fostering a collaborative and high-performance culture.
o Mentor and coach team members, supporting their professional growth and development.
2.
Strategic Procurement Integration.
o Ensure the integration of procurement processes into the project management process and project teams from the early stages of project planning.
o Advocate for procurement involvement during the sales phase to optimize supplier selection and internal workflows.
o Introduce negotiation recommendations together with Commodity Management to prepare for negotiations with suppliers (back-to-back where appropriate) and to initiate appropriate measures.
3.
Resource Optimization.
o Oversee the effective deployment of procurement resources to achieve project goals.
o Develop and implement procurement strategies to optimize project results, including quality, timeliness, and budget adherence.
4.
Compliance and Standards.
o Ensure adherence to procurement processes, regulations, and organizational standards.
o Establish and maintain proper sourcing processes and procurement plans.
5.
Risk and Opportunity Management.
o Identify and manage procurement risks, opportunities, and potential changes throughout the project lifecycle.
o Collaborate with Commodity Management to mitigate risks and exploit opportunities.
6.
Cost Management.
o Provide strategic oversight for project calculations with accurate and up-to-date cost data.
o Lead complex contractual and price negotiations to secure optimal project conditions.
7.
Contract Management.
o Ensure that procurement risks and contractual obligations are covered in valid contracts.
o Ensure that contractual obligations  are covered in a way that mitigates the own risk exposure.
o Oversee changes to the scope of supply and potential claims with suppliers and customers.
8.
Project Monitoring and Reporting.
o Ensure transparency and early alerting of resource availability and project deviations.
o Compile and submit qualified reports to the project team and procurement management.
9.
Supplier Management.
o Oversee the application and management of the preferred supplier list, conduct supplier evaluations, and follow up on non-conformance costs.
o Ensure effective supplier management and development.
10.
Knowledge Management.
o Promote the sharing of best practices and conduct lessons learned sessions.
o Keep all project participants and cross-functional partners informed of relevant procurement-related information.
Qualifications.
• Bachelor's degree in Business Administration, Supply Chain Management, or a related field.
• Extensive experience in procurement, preferably in a project-based environment.
• Strong leadership and team management skills.
• Excellent communication and interpersonal skills.
• Excellent negotiation and contract management abilities.
• Strong analytical and problem-solving skills.
