Setting and ReportingThe Office of Information and Communications Technology (OICT) is leading the digital transformation of the Organization to enable a better, safer, more sustainable future through secure, reliable, and innovative technology solutions.
The United Nations Office of Information and Communication Technology's Enterprise Solutions Service (OICT/ESS) develops and supports a wide range of enterprise solutions and provides products and services that support the work of the UN.
This position is in the Enterprise Solutions Service, Office of Information and Communications Technology (OICT/ESS), hosted by UNICTF and located in Valencia, Spain.
The incumbent will be under the overall supervision of the Chief, Enterprise Solutions Service.

ResponsibilitiesUnder the direct supervision of the Senior Information Systems Officer and the overall supervision of the Chief, Enterprise Solutions Service, the Information Systems Officer may be responsible for the following duties.
- Identifies the need for new systems (or modifications to existing systems) or responds to requests from users; develops plans for feasibility assessment, requirements specification, design, development, and implementation, including project plans, schedules, time and cost estimates, metrics, and performance measures.
- Develops cost proposals for contractual services, oversees the technical evaluation of proposals received, and manages the contract service.
- Liaises with users on all aspects and during all phases of development and implementation.
- Provides professional leadership and work direction to the assigned project team and/or mentors and supervises the work of new/junior officers, contract staff, etc.
- Develops, implements, and monitors information standards and guidelines, including testing paradigms.
- Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports.
- Facilitates communications between OICT/ESS and its major clients for good client relations.
Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and OICT/ESS for either specific IT services or general technology support, including any chargeback mechanisms.
- Participates in planning and preparation of the budget, work program, and spending plan.
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting.

EducationAn advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field is required.
A relevant first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is an advantage.

Work ExperienceA minimum of seven years of progressively responsible experience in the implementation of computer information systems or a related area is required.
A minimum of five years of experience assisting clients with their software solutions needs is required.
Experience with Agile methodologies and Scrum is desirable.
Experience with Marketing is desirable.
Experience with ICT security is desirable.
Experience with Machine Learning and Generative AI is desirable.
Two years or more of experience in data analytics or related area is desirable.
LanguagesEnglish and French are the working languages of the United Nations Secretariat.
For the post advertised, fluency in English is required.
Knowledge of another UN official language is an advantage.
